The GSR-26 Best Practice Guidelines ‘Regulatory Governance Essentials: The new core kit regulators need to make digital markets deliver’ were developed through a global multi-stakeholder consultation on the core governance capabilities regulators need to make digital markets deliver. More than 50 contributions from regulators, industry, international organizations, academia and other experts brought together practical experience from different markets and institutional settings. The resulting Guidelines, endorsed by the GSR-26 Heads of Regulators, identify seven regulatory governance essentials that provide a focused baseline for strategic, evidence-based, proportionate, adaptive and coherent regulation.
The ACT – Actionable Core Toolkit: Governance Essentials in Practice translates these seven Essentials into a practical self-assessment and implementation process. Drawing on the Guidelines and their operational checklists, ACT helps regulators examine whether the necessary arrangements are not only formally established, but also applied consistently in practice. It enables users to assess their current readiness, identify and prioritize gaps, and translate them into sequenced actions.
ACT is therefore the practical companion to the GSR-26 Guidelines: a bridge between the shared understanding of what effective regulatory governance requires and the concrete steps institutions can take to strengthen it. The exercise is intended to support institutional reflection and improvement – not to rank regulators or assess compliance.
